Most significant measures agreed upon at the summit of European leaders, as presented by Keir Starmer, were intended to assist Ukraine and enhance its security.

UK PM Keir Starmer Unveils Four-Step Plan to Defend Ukraine: 'Time to Act, Not Talk'

With a firm action to enhance the security of Ukraine against Russian threats, British Premier Keir Starmer revealed far-reaching four-part plan during an emergency London gathering of other European leaders. Drawing on the gravity of the moment, Starmer declared, "This is a time to act, not talk."

The strategy, which was drawn up in conjunction with France and Ukraine, incorporates the following main initiatives:

1. Ongoing Military Assistance: Providing ongoing military assistance to Ukraine in order to enhance the defense strength of Ukraine.
2. Economic Sanctions on Russia: Strengthening economic sanctions and other measures to place pressure on Russia.
3. Participation in Peace Talks: Ensuring full Ukrainian participation in any future peace talks to secure its sovereignty and security.
4. Creation of a 'Coalition of the Willing': Creation of a coalition of willing countries to defend the provisions of any peace deal and ensure Ukraine's security after the conflict.

In aid of these efforts, the United Kingdom has pledged £1.6 billion ($2 billion) in export finance to provide more than 5,000 air defense missiles to Ukraine.

This pledge reflects the UK's willingness to underpin its words with action, including the possible commitment of "boots on the ground, and planes in the air" to support a peace deal.

The summit, which was convened at Lancaster House, had the attendance of 18 European leaders, including the representatives of France, Germany, and the European Union. European Commission President Ursula von der Leyen reiterated the "immediate need to re-arm Europe" to make the continent secure.

The move is made in the background of an increased tensions between Europe and the United States, after harsh criticism from United States President Donald Trump against Ukrainian President Volodymyr Zelenskyy. Despite the challenges, Starmer confirmed the strong relationship between the UK and the U.S., declaring that both countries are committed to defending Ukraine
