According to insiders, the Haryana Cabinet meeting scheduled for today at 5 p.m. is expected to decide whether or not to dissolve the Assembly. Nayab Singh Saini, the chief minister, is expected to step down. Chief Minister Naib Singh Saini is expected to meet with Governor Bandaru Dattatreya following the Cabinet meeting and suggest dissolving the Assembly. Sources claim that the governor will appoint him as acting chief minister till the formation of the next administration.
The CM dissolved the cabinet: why?
The Haryana Assembly convened for its final session on March 13. According to the constitution, an assembly must be called at least once every six months. Thus, by September 12th, the government must convene a meeting of the House. In such a case, the Chief Minister will have to urge the Governor to dissolve the Assembly in order to prevent this constitutional catastrophe. Two sessions of the Assembly shall not be separated by more than six months.
A constitutional crisis: what is it?
Following the resignation of former Chief Minister Manohar Lal, Chief Minister Naib Singh Saini was elected in a trust vote, calling the Haryana Assembly's final session to order on March 13. According to the constitution, an assembly must be called at least once every six months. Thus, by September 12th, the government must convene a meeting of the House.
The governor must be recommended to dissolve the assembly by the chief minister in order to prevent a constitutional crisis. A period of more than six months should not elapse between two sessions of the Assembly, as stipulated in Article 174 (1) of the Constitution.
On October 5, there will be a single phase of voting for 90 assembly seats in Haryana. In the state, there will only be one phase of the elections. October 8 is when the results will be released.
