Assam Government Stipulates: No Benefits for Women with More Than Three Children

The Assam government has introduced additional financial assistance for women, stipulating that eligibility for the benefit is limited to those with a maximum of three children.

 

Chief Minister Himanta Biswa Sarma inaugurated the Mukhyamantri Mahila Udyamita Abhiyaan (MMUA) and announced that his state would become the third in the nation, following Gujarat and Uttarakhand, to implement the Uniform Civil Code.

 

The Assam government has introduced a novel financial support program for rural women entrepreneurs, accompanied by certain conditions, one of which is a restriction on the number of children they can have. Women belonging to general and OBC categories are required to have no more than three children to be eligible for the scheme, while the limit for women from Scheduled Tribes (STs) and Scheduled Castes (SCs) is set at four children.

 

The government has formulated approximately 145 business plans, from which eligible individuals can choose one to receive the grant. In the initial year, those meeting the basic eligibility criteria will receive Rs 10,000 from the government. Depending on the proper utilization of these funds, in the subsequent two years, individuals will be granted Rs 12,500 by the government and also be eligible for a Rs 12,500 loan from a bank.

 

In addition to the restriction on the number of children, beneficiaries must meet two additional requirements. If they have female children, it is mandatory that these children are enrolled in school. If the girl child is not of school-going age, the woman must provide an assurance that they will be enrolled in school when the appropriate time arrives. Additionally, the trees planted by them under the government's tree plantation initiative, Amrit Brikshya Andolan, in the previous year must be thriving.

 

In 2019, the preceding BJP government had determined that individuals with more than two children would lose eligibility for government jobs starting from January 2021. This decision was a continuation of a resolution endorsed by the Assembly in 2017 regarding the Population and Women Empowerment Policy of Assam. Sarma emphasized that the stipulation in the MMUA aligns with the current population policy.
